Mr Goh took office as the first Minister of Economy for Singapore
due to his profession in this field. His first task was to clear the mountainous $14 million debt the country was in.He then took drastic steps to salvage the situation by reducing workers' pay. This was unpopular but at the end of the year the budget emerged as a $1 million surplus.Singapore was saved.Dr Goh then established the EDB(Economic Development Board) to stabilise the sluggish Singapore economy. He also allowed free port calls and tax-free policies to reel in foreign investors here, thus moulding Singapore's economy from scratch and also giving it a booster dose.
